Fees and Charges

Effective Date: October 15, 2011

The schedule of fees and charges is applicable for inspection and weighing services performed by the Missouri Department of Agriculture under the provisions of the United States Grain Standards Act (USGSA) and the Agricultural Marketing Act (AMA) of 1946, as well as under Chapter 411 RSMo.

This revised fee schedule supersedes all other fee schedules issued by the Missouri Department of Agriculture, Division of Grain Inspection and Warehousing, Grain Inspection Services Program. The fees, charges, and provisions of this fee schedule are for sampling, inspecting, weighing, and certification services. These fees and charges include all Grain Inspection, Packers and Stockyards Administration (GIPSA) supervision fees.

Hours of Work:
As requested by the trade; Monday through Friday 7:00 a.m. until 5:00 p.m. will be considered as regular hours, maximum of 8 hours at regular rate. All other weekly, Saturday and Sunday hours are considered overtime.

Hourly rate charged in ¼ hour increments per individual employee provided to perform requested service. Prorated between applicants where possible.

Minimum Call Out Fee:
A Minimum Call Out Fee of two (2) hours during regular hours, and (4) hours during overtime hours will be assessed per individual employee provided to perform the requested service.

Stand-by Time:
Stand-by time is defined as any time during which official personnel are committed to an applicant and are not available for other assignment. The hourly rate will be assessed in ¼ hour increments per individual employee required to stand by. Mileage Fee:
The IRS standard mileage rate, less 2 cents per mile will be assessed for all services performed outside of the recognized metropolitan area. All charges for mileage will be prorated where possible. Any change to the mileage rate is effective when the IRS changes their standard mileage rate. Only under contractual agreements will adjustments be made to the mileage rate.

Timely Payment and Assessment of Finance Charges:
Invoices will be issued monthly. Payment is due upon receipt of the invoice. If payment is not received within 30 days after the invoice date, a finance charge of one and one half percent per month shall be assessed. In addition, service may be withheld until the delinquent account is paid and a cash deposit is made guaranteeing payment for future services.

Guaranteed Revenue Contract:
A Guaranteed Revenue Contract may be negotiated with any applicant. This contract will provide for billing applicants an amount equal to all costs of providing the service.

Contracts: General
A contract may be negotiated with any applicant to provide more cost effective service. Specific concessions may apply on a per contract basis.

Unit fees do not include hourly labor rates for D/T, pelican and ellis cup sampling, nor probe sampling performed outside normal business hours.

Onsite grading services
When onsite grading service is requested outside normal hours, the applicable hourly rate per individual required to provide the service will be charged during the entire period, with a 4 hour minimum charged. A contract may be negotiated in order to provide more cost effective services.

Official Commercial Inspection Service (OCIS)
Official Commercial Inspection Service is provided upon agreement between Missouri Department of Agriculture, Grain Inspection Services Program and the applicant. Fees charged are dependent upon modification to the service.

Contracts may be negotiated with any applicant to provide more cost effective service.

Note: Provisions concerning Regular Hours, Non-Regular Hours, Sunday, and Holiday hour ratees charged for services provided under the USGSA do not apply to hourly rates charged for services provided under the authority of the AMA.

  1. The unit rates apply to determinations for kind, class, grade, and factor analysis, equal to type, milling yield, or any other quality designation as defined in the U.S. Standards for Rice or applicable instructions, whether performed singly or combined at other than the point of service.
  2. Applicant will be charged the actual cost for express service to FGIS. Applicant will pay FGIS for factor analysis.
  3. A fee for extra copies will be assessed when more that the original and two copies of a certificate are requested for any kind or level of official service.
  4. This is a unit fee per hundred weight (cwt) for all rice inspection services performed on lots at rest at export locations, e.g. condition examination of sacked rice at a dockside warehouse.
