Phase two of the program, "Prosecution Bark Alert," is being launched using the top law enforcement authority of Missouri to stop unlicensed and substandard dog breeders from operating in the state. The grants provide funding for projects that add value to Missouri agriculture operations and aid economic growth in rural communities. Equine piroplasmosis is a bloodborne disease only transmitted to horses by ticks and mechanically from animal to animal by contaminated needles. The Department of Agriculture's Animal Care Facilities Act program worked with the Webster County Sheriff's Department, Wright County Sheriff's Department and the Humane Society of Missouri to take possession of approximately 70 dogs.  The breeder was never issued a state license with the Department of Agriculture. Ozark Fisheries in Stoutland and Osage Catfisheries in Osage Beach are both candidates to receive funding under the American Recovery and Reinvestment Act of 2009 (Recovery Act).   On Feb. 17, the U.S. Department of Agriculture announced $50 million would become available to aquaculture producers across the nation.  Gov. Jay Nixon subsequently tasked MDA with identifying producers eligible for assistance. The Department of Agriculture was notified of the unlicensed facility by the Humane Society as part of Operation Bark Alert - a new crackdown on unlicensed breeders in Missouri spearheaded by the Department.  The Phelps County Sheriff's Department issued a warrant to remove the dogs today. The Missouri Department of Agriculture is advising growers and seed dealers not to import rice from the state of California or California varieties from other states.   Missouri currently has a quarantine against importing seed from California because of bakanae - a seedborne disease common to other countries but first introduced to the U.S. in 1999.
